Frt caliper binding

I'm new to this forum. I am restoring a 1975 K5. When I tighten up the caliper bolts, the static pad binds the disk up and will not move.
I have cleaned the caliper piston. The pads appear tho be new. Is it possible that they are incorrect for tis caliper? The wheel unbinds if I loosen up the caliper bolts just a little.
Also, is the fender brace sandwiched between the fork leg and the swinging caliper bracket?
I'm sure that I have over looked something.
Please advise, and thanks!

The caliper brace bolts to the left fork leg and the fender brace bolts to that. So the fender brace will be closest to the tire.

How did you resolve both issues? i am having a mare with my front brake caliper sticking also!

I completely disassembled the caliper and used very 3 ought steel wool to polish the piston and piston bore. Also flushed all of the old brake fluid, cleaned the passage ways in the caliper, master cylinder, and lines. added new DOT4 fluid. Works great !
