Unknown part name and it’s functionality.

I have never worked on a motorcycle before, never mind a carbureted engine. A friend of mine gave me a bike he planned on fixing but was just going to scrap because he gave up. I put fuel in the tank of this old 82 750SC and the fuel wasn’t getting through the lines of this diaphragm part thing sitting between the fuel filter and the carbs.

It’s spring loaded with a vacuum line (guess) in the bottom going back into carbs. I’m guessing there’s clogs in the carburetor which isn’t actuating the spring in the diaphragm sending gas down the line.

Is this a correct assumption?

It's a vacuum operated fuel valve and only lets fuel flow if the engine is running and producing vacuum
