No frame number? It must have, because that's where the VIN is. The frame "is" the bike. Your engine number probably isn't even written on the title.
This will help you find the Vehicle ID #.
Location #1: There's a VIN plate riveted onto your frame on the right side of the neck of the frame. It shows the VIN and the year it was made. In order to remove it, someone would have had to drill out the rivets, and that would be a problem. Based on your photo, I can't tell if there are just holes where the plate used to be, or if those are rivets and the plate has been painted over. If it's the latter, then I would get some paint remover and gently clean off the plate.
Location #2, the VIN is stamped into the metal on the left side of the neck. The only way to remove that would be with a grinder. That would be really bad. Hopefully it's there.
If you have no VIN, then you can't prove that the bike is yours, even with a title. If the Law pulled you over for anything at all... ouch.
FYI, CB750 engines from 69 to 78 will all fit in any frame from those years.
Based on your photo, your frame is 69 to 76. In 1977, there were removable plates on both sides so that we could remove/install the engine from either side. Your frame could be a 73'. But check your VIN plate, the year is written in big letters.
