Whats this sound? Bike won't start, new owner here

Hey all
Just picked up my first winter project and admit I'm very new to the mechanical side of bikes. Bike is a 1982 CB750F I picked up for $400. The previous owner said it was a barn find and he never got around to working on it but said it was running. He said the starter cable just needed to be replaced which I just did.
However firing it up it it sounds like something isn't right. Engine doesn't sound like it's turning over. Anyone come across this? Where should I start? Attaching a video of what's going on. TIA!

 
Sounds like starter clutch isn't engaging. I've heard of the starter clutch bolts backing out. Retighten with blue loctite. Take out the starter and remove that left cover. You will see how it works.

Thanks! Gave that a shot but they were tight already. I'm wondering if I need a rebuild kit, maybe a spring is gone. Any schematics or videos on how to pull off the starter clutch or gear or whatever its called?
