What is the thing bolted to the carb???

If you follow the gasoline out of the petcock it runs to a thing that is bolted on the carb on the right side. Looks like its got a line going back to the carb and a drain line going out. What is the purpose of this thing? Is it a vac pump or what is it?
 
X2, a vacuum demand valve. It shuts off fuel supply until engine has started to make enough vacuum to open it. Stops the carbs from overfflowing fuel into motor to hydrolock them and break motor. Honda had a rash of buyers not smart enough to turn the gas off every time they stopped the motor.

You can bypass it easy to go back to the old school method, common since they are so old now the diaphragms are hard as rock and no parts available any longer.
