.... revs straight to 4500 and stays there!!

G'day crew....
I am new to this so bare with me...
I just bought an 81 cb750 which wasn't running for 20 years, I cleaned the carbies and she came alive! It idle's a bit rough but a little twist of the throttle it revs straight up to around 4500 and stays there??? Any help will be appreciated

Sticking cable or vacuum leak. Or put back together with the idle stop screw screwed all out of shape.

the boots from the airbox to the carb are a bit sceptical, if they are leaky will this contribute to my problem?
also i recently put new oil in it(almost 4ltrs, dipstick showed it was full), however when i checked it after i warmed it up, there was nothing showing on the dipstick?? almost like there was something stopping the oil from draining back...
