As for the tires, yes they came with the bike.

Starting to put parts back on, going to have to re-touch some of the paint because I'm a butterfingers:

Design a gas tank bracket with whatever materials I could find. Some conduit pipe clamps:

Looks like the PO didn't have a spacer on the sprocket side, so I'll salvage one off the parts bike and see if that looks better.

I have to take out a few links before that's done.

After that, I'll go back to the front wheel and see about getting the rotors on and see what kind of spacers I'm missing.
