You can pretty much go by how hard the gasket is to tell the grommets. If the bolts can still be wobbled in the grommets in cover to feel like the rubber is giving with a bit of side force on the bolt then likely they are OK.
FYI, the bolts are essentially NOT torqued, too easy to strip them and many people do that. The shoulder on bolt hits solid, you run bolts down close to all at the same time to hit solid, then just give enough past that to make sure the bolt is lodged tight. The rubber grommet if live is the lockwasher there.
It can be helpful to dab a small spot of silicone right at the spot where the gasket creates right angles on both sides of the steel circlets on cover ends.8 places. Nowhere else.
