Final gear ratio

Buddy working on a 74 cb750sohc chop. He wants to run a 16inch rear. Rough figuring a 10 percent size difference i suggested a 18/41 drive set. Would that be too tall of gearing
 
I am running a 17" sport bike wheel with the typical lower profile tire. I have 46 tooth rear and gets me right in the middle of the rpm range. A lot also depends on engine size, if its bored it can handle a little taller gearing but the 750 still likes to run mid range in the rpm.
 
Thanks dirtdigger. It stone stock 750sohc guessing 25k miles. Too much conflicting info on the net lol. I know with my 78 ss 17/45 runs around 4300 at 60. But who goes that slow. It was much happier closer to 5000. Some say 60 at 4000 is high
