What sort of clutch mod is this?

The clutch in my 78 police model does not match any that I can find in any manual. It has seven friction plates and six drive plates. All good so far, but one of the metal plates (third from inner) is made of two riveted together with some other material in between. It is 5mm thick. See photo...

I've changed my friction plates, springs, etc. This is the second time I've done this, but for some reason, my clutch cable is hard to the pull. Neutral Indicator always on (even with new switch)

Bought a '76 CB750F from a guy who had done most of the restoration work. It's marginal work but the bike looks great and runs pretty well as well. Just minor things remain. One of those things is a Neutral Indicator that is always on, regardless of Neutral or In-Gear. Seller claimed it just...
