Ugh. Seized Ignition Cover Screws

Anyone have any experience removing those pesky JIS screws on the ignition cover? Mine are almost completely stripped, was able to remove one using a JIS bit on my impact driver (manual didnt work so went with my electric). The other two I tried to use a screw extractor without success. Looks like whoever had this bike used some type of permanent locker on it. Tried WD-40, heat, and the proper screws. I'm at my wits end

Drill and retap sounds like your last option.
