When I throttle hard, sparks and flames shoot out of the mufflers... Is this a carb issue??

Indirectly could be. Normally not. Fouled wet plugs will misfire but several other things can make one do it too. Like slow timing. Dead compression, the pressure greatly speeds up the burn. Burned valve can too.
