Okay, serious answer time -- those are your actual fuses, in their terminals. The spare would've gone in that plastic holder in the center which is broken.
The screw is not supposed to be there. That's a decent emergency fix but also a decent way to start a fire. It's jumping the fuse terminals with a thing that isn't a fuse, and if it got installed because that fuse kept repeatedly popping then you'll have to track down what's causing the overload.
