Part it out, and buy a complete bike. In the long run you're gonna spend more money buying everything it needs. These bikes are CHEAP and it'll have the keys and title to boot! I just had one offered to me at $1500 that needed nothing.
I'm constantly adjusting my idle. As the engine warms, and the oil warms, I slowly turn the idle down when I'm at red lights. It always requires 1/8 to 1/4 turn up when I'm cold starting it.
