Part it out, and buy a complete bike. In the long run you're gonna spend more money buying everything it needs. These bikes are CHEAP and it'll have the keys and title to boot! I just had one offered to me at $1500 that needed nothing.
I'm constantly adjusting my idle. As the engine warms, and the oil warms, I slowly turn the idle down when I'm at red lights. It always requires 1/8 to 1/4 turn up when I'm cold starting it.

You should give it a shot yourself. They really aren't that hard to rebuild. It's the sync'ing and getting the right jets that's the hard part, but it should be pretty straight forward for that elevation unless its modified. I've sync'd my carbs myself 3 times now, and it was a piece of cake...
I use a razor blade too, but be-careful bcuz you can gouge soft aluminum. I usually try and soak the gasket it something like motor oil, then use a small metal wire bristle brush.
Well I just figured that you've heard of this stuff called "Restore" that literally restores lost compression in engines. You can pick some up at any local parts store. Everytime I use it, my compression doubles! Shit really works, and it's so cheap compared to cost of a rebuild.
You should download all the manuals you can find on this bike, and then sit down and read them. You will be surprised how much you'll learn!

The only thing that links cylinder 2 and 3 is the ignition coil. Fuel problems would not be shared by those two cylinders. Switch the coils and see if the bike isn't firing on 1 and 4, that would be my first step.
