The front turn signals stay on and shut off when i hit the switch. I have daytime running lights. The rear are off. I changed bulbs and nothing changed. the flasher does one click. Is it the flasher or a wiring problem? Other lights are fine

I picked up a 1982 CB750SC Nighthawk! In decent condition, around 43,000 km. i an new driver in terms on motorcycles, previously rode mopeds and scooters. my previos bike is a 1979 Honda CM400A hondamatic, winterized for now.
