Pulled the fuel lines off the petcock and opened valve. Fuel flowed from the hose outlet feeding cyl 1&2 but did not flow from the outlet feeding cyl3&4. Pulled the bowel off to see one hole drilled for fuel pickup. Is this normal?

This applies to my 1999 Honda, 200R dirt bike, single cylinder, 4 cycle. Replaced the carb. The bike will start, idle for a few seconds then stop. Once it idles for a minute or so and you touch the throttle slightly to rev it it, it stops. Fuel flow is good from the tank to the carb, pilot jet...
