To much fuel

I'm having a problem either with the carb or the petcock and I'm not really sure this is my first time working on a cb750 but everytime I turn the petcock to on carb 1&2 overflow with gas when it's on reserve it doesn't overflow at all. Any advice is appreciated.

It shouldn't matter what setting thepetcock is on. Ignoring the petcock....
You need to clean the float needle and seat inside the bowl of carbs 1 and 2. Might as well do 3 and 4 while they're off.
