Floats & needles

So I pulled the carbs, removed the bowls and I noticed that one of the floats has a lot more 'bounce' than the others. Should they all have that kind of action?
 
They should sit neatly into the fuel inlet, and rotate freely. If there is binding as it rotates you need to clean the float pin and maybe the holes it sits in.
 
Each needle has a pin that the float pushes against. This pin is spring loaded, and should "bounce". If the pin does not push in and spring out, soak just the pin in carb cleaner since it might be gummed up.
