Ok I kind of made my own wrench that I could apply more downward pressure with out of a 11/16 crow foot wrench and vise grips. I had to take the bars off for clearance and was able to get the caps on.

Apparently Givi is an Italian brand and they have all their manufacturing from the plastics to the hardware in their own plant.
I know the chance of finding a genuine Honda NOS or used one are nil so I'm looking at a GIVI A31.

Agreed but the full number is on my helmet lock assembly. Most people don't know it's there as well as the ignition. It's worth a check anyway as mine's a 82 also.
There's a number stamped on the ignition lock cylinder and the helmet holder.
Take the number to a locksmith and have a new key made.
All you have to do for the helmet lock is take out 2 bolts to remove it from the bike.
