Why is this mix screw limited by the float bowl?

Looks like any furthe adjustments are further limited. Should I just grind (dremel) away a litt on the screw or that massive fin on float bowl so I can have full adjustment? All 4 are this way.
I just got the bike, no real history other than knowing the owner. It was over flowing so I opened the carbs and found one sticking float with trash around the needle, and now I’m wondering about these mix screws

Sometimes you can use a heat gun (hot air) and heat that aluminum screw head and pull it straight off, leaving the actual brass screw head. Or, you can cut the ear off the screw head. I would not alter the float bowl
