Been cleaning my tank in preparation for pouring in the liner and after getting out all the screws I dropped in there was still something rattling about in the tank, after a lot of shaking and poking got it all out.
It would appear a PO has poured epoxy resin into the tank to seal the bottom although so far I haven't detected any leaks during my cleaning.
Peering through the filler hole with a torch there is still some on the bottom of the tank in places but it seems firmly attached and I don't want to start poking at it in case I cause more issues, hopefully the new sealant will seal over it and form a continuous seal? 919D36C7-EA6A-48C9-8616-50463970E070.jpeg
 
I wouldn't be happy about trying to seal over it TBH.
Have you thought about using a strong solvent to dissolve it.
People keep making reference to M.E.K. is it ?
Methyl Ethyl Ketone or something very similar.
I've not tried it yet, but it's supposed to rip out tank liner in no time
