Uneven choke plates

I have inherited this 73 CB750 and I'm in the process of bringing it back to life. I bought the carb rebuild kit and have the carbs off. As I was operating the choke lever I noticed that only the #1 choke plate would bottom out, the others would not and kinda float loosely. Pretty sure they should bottom out as well!? Is there an adjustment for this?

Yes they all should close. Look on the linkages connecting the chokes...they are threaded for adjustment.
