Rev surge when breaking and leaning

the RPM surges when coming to a stop or on neutral leaning on a kickstand.
any idea what it could be? clean carb and fresh gas.

about 1000 rpm increase on kickstand vs upright.
 
sounds like lean definetly, your carb bowls are probably not filing up to where they should be, you said you they are clean so maybe during the disassemble nd assemble the float prob got misadjusted
Is this a consistent issue? happens everytime or jsut something that happens once in a while?

The following reasons are less likely since they would cause the bike to run out of gas quickly but jjust to throw some ideas out there; could be clogged or old fuel filter, maybe there is rust or something inside the gas tank blocking the exit happened to me once, fuel line not fully open, maybe during reassembly of the carbs debris got in the jets, that could explain it if it doesnt run out of gas but it would cause it to bog down, check spark plugs just in case to confirm that it is lean, if they look dry and burned then its lean.

this is a genuine question by the way but how would water in the gas cause a lean burn?
 
A layer of water in the bowl displaces gas in the bowl(s). When Level, the jet(s) pick up x amount of fuel, y amount of water. When Leaning, stopping, or on the sidestand, the water layer is sloshed to the side of the bowl, exposing the jet(s) to a purer layer of fuel. I never said anything about running lean. If it just runs better while turning. Just an idea, worth 2cents, draining the bowls, the test will cost about 75cents to prove or disprove my idea. I freely admit I don't know anything. I wonder if the choke is being used after things are warmed up to improve the idle?
 
hey y'all! thank you for your responses! i'm slightly embarrassed to admit that the issue may have been the petcock with inconsistent/restrictive flow.
found a crack on the fuel inlet side of the petcock(glad it didn't break off in the tank) and the valve felt a bit loose. I've replaced the petcock and havn't had an issue so far.

not sure if the petcock was the culprit or new petcock loosened things up in the carb. but it seems to be running well now.
