Primary Shaftassembly and operation

Hello...advice please,

after assembling the primary shaft according to the honda manuals diagram, I am finding that the thin primary drive gear will not rotate...by hand anyway!
This came with the bike fully disassembled including this shaft so I have only the manual and CMSNL to reference.
Should the teeth of both gears be aligned and is it normal to have so much friction after torquing the bolt.
What is the function of the thin gear?

Further to this I just found a posted picture of an identical primary shaft assembly ( actually the whole transmission and primary shaft) showing the thin gear fitted to the inside of the thicker primary shaft gear, contrary to what the Honda Service manual and CMSNL parts diagram shows.
Looking for some clarification here thanks guys.
