out of adjustment room to retard timing

Hey guys, so this is my first bike i’ve been working on and have came a long ways to get it running. I’ve finnally got it so that it somewhat runs but the timing is way off. I’m out of rotation on my plate to get it lined up with 1-4 on my advance mechanism. For reference the picture shown is of exactly when the timing light goes off while the bike is running.

Just for reference i did take the advance mechanism out and make sure that the dowl pin was lined up in the crankshaft.

Any advice will help! I’ve only found one guy with the same exact problem, but he never stated what he did to fix it. Thanks in “advance”😂

***Update this is for anyone that has the same problem in the future. I just ended up grinding some of the plate off on the top and bottom where the two screws hold the plate on to rotate. Whether this was the theoretical "correct" idea of solving the problem, probably not. But it did work for me and I got the bike timed perfectly and it runs better than new! Hope this helps someone in the future.
