is fuel pump needed

is it better to a carb with the fuel pump, or just disregard this plus connect the tank directly to the carb

Sohc never had a fuel pump so from tank to carbs direct is fine.

the lower round part hooked to the fuel line, I think is a pump no?

no thats a vacuum operated fuel shutoff valve.

No need as long as you use the valve on the tank you will be fine.
