Intermittent High Voltage

I got the new rotor on it, and it still wasn't charging. Took it apart again, seems the spinning wire hanging off knocked some stator wires around. There were 3 wires under a braided protector that were clearly soldered together that came apart. I cleaned those, put a crimp on them, and soldered them. The stator test fine per the shop manual, all yellow wires have continuity between them, and none have continuity to ground. The new rotor also tests fine between the the copper rings. I made sure the brushes had continuity to the other side of the holder, and all the way up the harness. The regulator/rectifier is a ricks and it was previously in for testing and should be good. Still not charging. I'm getting 12.8 at the battery terminals where I was getting 14.8 before with the bike running. What else should I be looking at here? Is it possible the RR got fried when this last rotor went out?
