How does the choke work on this bike?

When I pull up on the choke, the butterflies close and it idles higher. Push the choke down, the butterflies open, and it idles lower. This makes no sense to me. As a side note, the bike already idles too high (4500-5000) so I know the carbs need tuned bad. I’m just confused as to how restricting the airflow causes it to idle higher?
 
When you close the choke it opens the throttle so you have a faster idle when it is cold while using the choke. There is an adjustment screw to adjust this as well. With the really high idle you have start looking for vacuum leaks at the boots, binding throttle cables, possible throttle linkage binding or out of adjustment.
