I stripped my ‘74 rear wheel to clean and replace all the bearings. Now I can’t get the wheel to fit back in the dropouts, it appears to be off by 1/4”.

I’ve since pulled all the bearings again, tried to fit it with no bearings and still the same issue. I also checked a spare swing arm to be sure it wasn’t a swing arm issue and the problem replicates.

This is my first build and I should have paid more attention when I disassembled it but didn’t since I was following the workshop manual.

Any ideas why the distance between the two spacers would be proud?

Do you have the brakes assembled correctly. It looks in the photo that you don't have enough shaft sticking out for the brake lever to connect to.
