Because they are VERY HARD TO FIND in condition you have described, also if someone have it they are holding onto them. Pristine tanks bring top money and only going to be worth more as time go by.
When I was looking for a tank for my '79, I looked everywhere. Ended up finding a tank on Ebay that was good inside and out, but the wrong colors. It's at the painter's as I type.

In Japan, 2 motorcycles a week are sold at auctions. It's not that expensive. there are spare parts . It's just that there's no tank in this color at the moment. there was one, a new one for $450, but I didn't have time to buy it . I don't think this is a rare spare part.
Nobody said it is rare part, it is hard to find part in perfect condition in the USA. Understandable availability of the Honda parts is better in Japan...
