The fuel in the bowl is measured in mm using the floats. I'm not sure anybody will know how high the floats sit with 31ml versus 38ml.
And knowing that, impossible to say if number 1 is a problem, or if it is the others.

I think the best way to do your test would be to have the bike running on the center stand and then shut it off and drain the carbs. If you took your bike with it not running and rocked it side to side a number of times and then drained the carbs, the measurements would be all over the place from the sloshing and the floats bobbing up and down.
