So I removed the exhaust to wrap the headers and one cylinder both bolts stripped out of the head. So question is what is the best way to fix this that doesn't involve removing the heads? 2

It might help if you stated exactly what model CB750 you have.
From your description I'm thinking CB750F - F3, or K7/8.
If the bolts have actually come out, but ripped the threads out of the head in the process, well, maybe it's a blessing in disguise.
At least you don't have sheared off bolts to deal with.
You can use a helicoil kit to install a serviceable thread, but it's not as simple as it sounds.
Helicoils are nasty things. I hate using them, but they'll get you out of trouble

It's a 1974, and yes the threads in the head itself stripped out. I bought it with an aftermarket exhaust and it seems only a quarter inch or so of the bolt is actually threading into the head. Should the bolts be longer as well?

Are the damaged holes accessible to tap for helicoils? studs would be better than screws then you can wind them in to the bottom of the threads so you can be sure they are secure, same set up as the F1.

Tap to closes next size up. Standard or metric
Put new studs in.

Item fixed. The bolts that the previous owner used were way to short. Changed them all out for ones about ¾ of an inch longer
