Clutch issue

So I have 78’ Honda CB750k. When I turn it on I have no problem shifting down into first but it won’t allow me to shift back into neutral or any other gear unless I turn it off. Can some give me an idea into what the problem might be?

There are three adjustments for the clutch. One at the lever to fine tune the amount of play and another at the other end of the cable outside the clutch housing also to adjust the amount of play. The third is in the clutch housing itself. I could be any one of these three. I have an 81 so I believe the clutch is a little different so maybe google how to?
