Charging issue

I have a 1980 CB 750 that has a charging issue. The stater gets proper specs but does not produce higher than 1/2 to 1 V AC current to the plug. I replaced the rotor with a new unit that has 5.2 homes of resistance between the two rings. The question is can a stater get proper resistance specs and still not give the proper AC current output.
 
Yes, a stator can have proper resistance and still not produce good output if the rotor is not being driven correctly.
Check the brushes. Start by measuring the rotor resistance from the connector (not from the two rings) to see if it's still around 5 ohms. Also, clean the connector contacts if they are oily or rusty, etc.
