CB900F revmeter have whining sound

The revmeter has started a high pitch whining sound. It sometimes goes away for a while but returns quickly.
I think the sound originates in the meter body.

How to fix?
Is it bad to drive while it whines?

Pull the cables for the speedo and tach, and use graphite to lube the metal in the sleeves. If it continues, you can disassemble the instrument cluster and grease the plastic gears.

I think silicone based would work.
