Bending loop end bar a few degrees.

So I welded a loop end onto my bike and I'm happy with it; however I'm getting some rear tire rub on it when riding 2 up. So now I'm looking to bend it up a few degrees to avoid the rubbing and I'm wondering if any of you guys have any ideas on best way to get it done. I'm thinking heating up the frame and bending it with hammer, lever, maybe a jack. I've already tried stiffening up suspension which worked but I'm at stiffest setting now and still getting some rub.

That's a short seat for two up? Have you considered a longer loop?

I haven't considered that. I've been able to carry 2 people comfortably with this set up. (Don't ask lol) I feel elongation will through off the look I'm going for :( would rather just bend it up a bit I've seen a few like that
 
I'm not experienced in hoops, but the flare up at the end of the seat is usually right where the rider's ass ends. If you bend it up, your passenger is going to be leaning forward onto you instead of being upright.

That makes sense maybe a stiffer suspension is the best easiest solution thank you man.
 
You don't have much clearance, I'm guessing it would have to be much stiffer. If it is really bad, you could go with a slightly taller rear suspension but keep in mind you are altering the bike's geometry and both riders will then be leaning a bit forward. Unless you find a slightly taller front spring as well (if that's even possible). I'm just spit balling here
