    Its going to be really hard to diagnose without hearing it. Anything from bearings to wrist pins to cam bearing clearance to the transmission or clutch or loose cam chain or loose primary chains can all make noise when decelerating. Maybe check valve clearances and timing chain tension first...

    Well that steering stem stamp verifies that it is not a 1981, the stamped number doesnt match the riveted tag. The stem number and engine number are both correct for a 1978 f model.

    thats just an early model head oil restrictor... whatever the original poster has is not from the 750 engine.

    I have never seen that piece in a sohc 750 motor. The only restrictors in the oil system are the two in the head and that is definitely not one of them.

    take the seat and tank off so we can look at the frame, it will be easy to tell if its a sohc frame by the tubes under the tank. will be easy to see if there has been any modifications done. Also what is the engine serial number.... The frame serial number should also be stamp into the neck...

    snapping the throttle just sitting still not under a load means nothing and has no purpose, under a load is all that matters really. without an accelerator pump will make it hard to get all the hesitation out of it just snapping the throttle. As I said above use the choke to get your jetting...

    Yes honda still has them, it is a very thin washer, all it does is keeps the spring from rubbing into the rubber on the oil filter element, I have seen and have run them without the washer if I lost or didnt have one.

    Actually your idle voltage is at a discharge, battery voltage at rest should be 12.6 volts in a good battery so at 12.21 your battery is in a state of discharge.....and this is somewhat typical of the 750. high end charging is 14.5 to 15volts so yours is a bit high but this can change a bit...

    Well the spec output of the 750 is only 13 amps max, at idle the 750 doesnt output enough to even keep the battery charged with the headlight on. I think you will easily use more than than the 750 can supply with all the stuff you are wanting to run. Cycle x does have upgraded 20 amp charging...
