If you plan on keeping the bike for a while you may want to look for a complete spare rack that way you have lots of extra little parts that are hard to find mostly the hard parts. You might be able to fix the one you broke a photo would help to see if that might work.
I don't think the wires would cause this. I would tap around on the bucket and listen for any movement and start taking it back apart and see what is loose it is most likely is metal on metal (where the bucket makes contact with the fork ears) that might need a fiber washer to fix it. If that is...
