I was working on CB750C this morning and noticed this side port on carb #4 is open. Should there be a plug in the port?

On the carb the main fuel line is between carb1 and 2. There in another hose between carb 2 and 3. Should that be connected to something? or is it a breather line?

Pilot screw tip broke off in the #2 carb. Soaked the port in PB Blaster overnight but cannot get it out. Thought about ordering a set of micro drill bits to drill it out but i am concerned it will damage the port. Any suggestions?
