    You did not mention that you fitted NEW PLUG WIRES, only new plugs. Had a similar issue and as soon as I put new wires on, it would pull 9500 RPM without any hesitation. Hondas like this one only like nice clean fuel and nice new electronics.

    IGNITION WIRES. Please check or replace them entirely. As soon as I put new wires and plugs on my '79 (19000km) it pulled red line. Cleaned the carbs 3 times and the problem turned out to be ignition wires.

    That's what it sounds like to me as well. I have heard this similar noise in some of the places I worked as a millwright mechanic and it usually turned out to be a dry bushing in need of lube. Thanks for your comment.
