Bike Idling high with small throttle pull

Hey guys, I have a 78 cb750k. I have done a lot of work on the bike, starting with unseizing the engine, new pistons rings, new valves, valve adjustment, coil packs, spark plugs, carb rebuild, pods and chopping the exhaust just behind where your foot sits to ride. The bike will start, and I have even driven it around a little. But while it is just sitting there, I can pull the throttle just a little, and the RPMs jump up, not really an in between unless I slowly ease back off. The carbs mixture screws are still set at the stock tunes. I am debating putting the stock airbox back on, just testing to see how much better it runs with it on. Any input on the steps to take to get it running right or what could be causing this problem?
 
have you synced the carbs?, check for vacuum leaks at the boots? Verify timing and that the timing advance works and is free?
 
Carb sync is a very common issue of hanging or climbing idle, it is an important adjustment with multi carb setups
