I bought an 82 cb750 nighthawk with 4,487 miles on it for $300. Hadn't been tagged since 03 so probably never had ethanol ran through it. Replaced the battery and spark plugs and it tries to idle with the choke on. Should I rebuild the carbs or just clean them? Any ideas that might help. I'm dying to hear this thing run after sitting for 20 years.

If you're going to go through the effort of opening up the carbs, it probably would be best to replace some rubber parts while you're in there on top of a good cleaning.
Close to 20 years of sitting probably means the rubber gaskets and float needles have gotten a little stiff. If it had gas in it when parked, ethanol or not, at least one of the pilot jets is probably clogged up, so I'm willing to bet you need to open them up to get it running right.
If you're on a budget you can take them apart and evaluate the condition of the rubber once you're in there, and not replace anything rubber that's still pliable and squishy. But I'd say it's unlikely any of the rubber is still in ideal condition.

Thanks. I got another question. The front brake lever and master cylinder are gone and the throttle assembly is busted. Where is the best place to get those parts. I found a lot of 7/8 masters cylinders but I don't really know what I am looking for.

I'd buy a used set on Ebay from the same bike if you're on a budget, along with a rebuild kit for the master cylinder so you know it's working and safe.
There are tons of cheapo Chinesium generic master cylinders out there, but they're not worth it.

Going to have to overhaul carbs. Low speed jets are clogged from bad gas.

Nor can I. And figuring this out on the fly makes me spend more money than I should. I just need to figure out this damn crank/no start situation...maddening
