Sounds like a fuse is blown or there is a bad or open connection between the battery - and frame (ground) and battery + and fuses, solenoid, etc.
Check all connections. Maybe remove connections and terminals and freshen them up.
Are the carb cables adjusted properly at the carb tops?
Are the mixture screws set properly?
Are the idle screws set properly?
Do the carb slides open and close together?
Do the carb slides bottom at the idle screw simultaneously?
Have you synced the carbs?
Do you have vacuum leaks?

Yes the cost of parts is in the stratosphere. I'm pretty sure exhaust pipes can be chromed. Might depend on the specific facility.

Sounds like you took a step backwards after you changed the plugs. Maybe there is an issue with plug wires or caps? Did you install correct plugs? I might go back to the old plugs, get it running and go from there.
