that isn't an alloy ring it's a a hard steel ring, you won't get it off without making a mess, so just clean things up and re- grease , taper rollers are just a fashion those balls will be fine for what you need. .
mine had a badly cracked coil and melted cdi's and was bogging out so i replaced them , nothing changed, the problem stayed the same, found out the main jets were far too big than the ones it came out of the factory with and that was the problem.

there are some boots on ebay from china for about 20 aus$ for each one and free postage, don't know what they will be like though. i had loads of trouble getting both sets for my 1979 but luckily at great expense i got some from japan but that was 4 years ago
