No, it puts a strain on the starter to run it longer than that. Properly tuned bikes will start in less than 10 seconds. Having said that if the bike hasn't run in several years, removing the plugs and putting a tablespoon of oil down the hole will not hurt anything.

You cut a plastic wire/cable tie and glue it to your throttle grip under the cable. This effectively lessens the distance you need to turn the throttle to achieve full rotation. Did I explain that correctly?
