If you are only getting 10 volts to battery when running it could be a bad ground or a number of things. At this point maybe (dirtdigger) or (amc49) can help.
I am not sure but the regulator only works when the motor is running. I would start the bike and then check voltage to battery at idle and at 2000rpm. You should get 12.1 to 12.6 volts. Voltage should come up from idle as you increase rpm.

Yes you can get it off 180 degrees. Pull #1 plug and put your finger over the plug hole and turn motor over slow by hand until you start to fill compression from #1. You are now on the compression stroke. Now put it on TDC.
I would not use a car battery to start you bike. Good way to fry your system. To many amps. Check your fuses you may of did one of them in if not your electrical system with that car battery.
Yes. I would take the spark plugs out first and turn it over. I would then take a compression test if you have a compression tester. I think you can rent one from Auto zone, O'reilly's auto. You should have 120 p.s.i. or more at each cylinder. If you get 120 or more that's good and should have a...
