Throttle or Carb issue on '73 CB750?

As I shift through gears, the engine doesn't return to idle speed unless I "goose" the throttle. I've adjusted the throttle cable on both ends and this has helped the issue, but not fixed it. The cable is stretched out and probably needs to be replaced but I'm wondering if it could be something else entirely.
 
Could be the carbs out of sync or you may have one of the slides hanging up or a small vacuum leak or you ignition advance could be hanging up and causing the ignition to stay more advanced then it is supposed to be.
