Here is a strange one. Just bought a 81 750c and found out the first 3 numbers of the vin are missing. All the paper work has the first 3 but the frame does not! Dmv just brought this to my attention and said I have to go to the CHP. What are they going to do. Is there any other place on the frame that they put the vin number?

Frame number gets printed on a riveted tag and also stamped right next to it on the steering head. They all begin with 'RCO' on DOHC anyway.
