Clutch so tight that cable snapped

I picked up a 1978 cb750 the other night that runs rough, about to clean the carbs up and see what that does for her. Anyhow I noticed the clutch would not budge. I gave it a pretty ample amount of pressure to see if it would give and then the old cables snapped. What could have it seized up so tight? First time messing with a motorbike clutch. Any input would be great! thanks:thumbsup:
 
Where did the cable snap? If it snapped up by the clutch lever then more than likely just the cable was seized.
